California Governor Gavin Newsom signed legislation on August 7 that significantly expands the states restrictions on unserialized firearms, commonly known as ghost guns. The new measure requires that all firearm parts capable of being assembled into a functional gun must be sold only through licensed dealers and must carry a unique serial number issued by the California Department of Justice. The law also increases penalties for possession of unregistered or unserialized firearms, making certain violations punishable as felonies. Supporters argue the measure will close loopholes that have allowed prohibited individuals to acquire ghost guns without background checks. Opponents claim it criminalizes lawful hobbyists and does little to address criminal misuse.
