The law also increases penalties for possession of unregistered or unserialized firearms, making certain violations punishable as felonies. Supporters argue the measure will close loopholes that have allowed prohibited individuals to acquire ghost guns without background checks. Opponents claim it criminalizes lawful hobbyists and does little to address criminal misuse.
