The decision stems from a lawsuit challenging the New Jersey State Polices interpretation of existing statutes, which previously allowed a 72hour reporting window. Judge Alexandra Ruiz, writing for the court, noted that prompt reporting significantly enhances investigative leads and disrupts illicit supply chains that often stem from diversion at the point of sale. The ruling applies to both commercial licensees and private individuals holding carry permits, with failure to comply constituting a thirddegree offense punishable by up to five years in prison and $15,000 in fines.
