The ordinance delineates exemptions for active-duty law enforcement officers, military personnel, licensed federal firearms curators, and those transporting firearms through the city, provided the weapons remain unloaded, locked, and adhere to the citys safe storage regulations. This legislation was unanimously passed by the City Council, following a recent press conference where Mayor Carter unveiled a coalition of elected officials from various cities pledging to implement similar initiatives aimed at gun violence reduction. The collaboration emphasizes Saint Pauls proactive approach, as the city becomes the first to formalize legislation within this multi-city coalition. In the discussion leading to the passage of the ordinance, Council President Rebecca Noecker stated, This is not just us pointing fingers at other levels of government, but to point the finger at ourselves and ask, what can we do? Passing this ordinance is not symbolic but a demonstration of our readiness to act. The city is working in tandem with local leaders and communities from Minneapolis, Brooklyn Center, and several other municipalities, all aiming to forge a regional response against gun violence through locally effective measures.
