(Safety Awareness and Firearms Education) is reshaping how the Maricopa County juvenile justice system addresses first-time gun offenses among youth. Launched last year, the program combines online coursework with in-person mentorship to guide young probationers toward personal accountability and constructive futures. Co-developed by Judge Lori Bustamante, the initiative focuses on breaking the cycle of poor decision-making that can follow a juvenile well into adulthood. Bustamante emphasizes that participants are encouraged to redefine themselves beyond their criminal record. We feel like its really having an impact on them, she noted. Theyre really focusing on their future, creating that positive future for themselves, and putting themselves in a positive light. For many participants, Project S.A.F.E. also serves as an incentive. Completing the program alongside all other probationary requirements can result in early termination of probation, giving youth a tangible reason to stay engaged and compliant. The approach blends education on safe firearm handling with broader life skills and goal setting, reinforcing lawful behavior and personal growth. The programs dual structure of digital learning and real-world mentorship ensures that students receive both theoretical knowledge and practical guidance. This hands-on approach has resonated with community partners, probation officers, and the families of participants, many of whom view it as a second chance for young offenders to course-correct before more serious consequences follow.
